New Build - BTS already in place

How to install a Basis meter on a new build where a builder's temporary supply is already organised or on site.

Version 1.0 · Last updated 2 September 2026

Use this article when

The property or development is a new build, there is no permanent meter, and a builder's temporary supply (BTS) is already organised or on site.

What is different about this path

A temporary supply already has an ICP and a retailer. The permanent connection therefore has more steps. Start early. The extra steps all happen before site day.

Before you start

  1. Confirm which retailer holds the temporary supply.
  2. Confirm the retailer supports a new connection. See the live retailer list below. Contact Energy is recommended for the smoothest path.
  3. Talk to Basis Metering about the job ahead of time - IMPORTANT.
  4. Send the ICP (Installation Control Point) number for the temporary supply to Basis.
  5. Send the ICP (Installation Control Point) number for the permanent supply to Basis. Call us, or email metering@wearebasis.com. If no ICP exists yet, send the lot numbers. Do this before the ICP application.
  6. Confirm the job or project is on a supported lines network (below).

Who does what

  • You install the Basis Board.
  • You, or your customer requests and temp-to-perm connection with the retailer.
  • You book a Basis-approved livening agent (inspector).
  • The livening agent inspects the high-risk works, installs the Basis meter, configures and certifies it, and livens the installation.

Before install day (temp-to-perm)

    1. Request a temp-to-perm connection through the retailer (talk to Basis first, the retailer may need to change). You or your customer can do this, during planning or construction.
    2. Book a Basis-approved livening agent (inspector) for the meter install and site livening. Use the list above.
    3. Confirm the livening agent is specified to Basis and to the retailer.

    On the day (temp-to-perm)

    1. Install the Basis Board.
    2. The livening agent installs the Basis meter into the Basis Board.
    3. The livening agent certifies the meter and livens the property.

    After the installation

The property is livened and ready to go. Your customer can then move to any retailer that supports Basis metering.

    What your customer will see

The retailer handles the change from the temporary supply to the permanent connection. Tell your customer this can take longer than a new connection with no temporary supply.
